HR Guidance: Hiring, Salary Freeze and Exception Requests

Effective Dates

  • Hiring and salary freeze is effective March 30, 2020 until further notice.

What positions are included in the Hiring Freeze?

The hiring freeze is in effect for the following positions and applies to all external and internal hires on all fund sources, except where noted in exclusions, below:

Included

  • Non-academic (staff and union) regular, full and part-time positions
  • Benefits eligible and non-benefits eligible temporary and casual positions

Excluded

  • Tenure track faculty and academic positions, as well as academic and staff positions fully funded on sponsored grants (assuming that these are compatible with the current freeze in non-essential research activities).  All academic hiring requests will be carefully reviewed by the deans.

SUPPORTING YOUR CRITICAL NON-ACADEMIC HIRING NEEDS:

If you have unmet staffing needs within your department or program, follow this process:

Step One: Assess Resources within Your Own Department or Program: Identify current staff within your department or program who can be temporarily reassigned.  Contact Tara Wilder (tsw22@cornell.edu) to discuss reassigning your current staff, especially if they are on sponsored funds, in advance of making changes.

Step Two: Assess Resources across Arts & Sciences: If you have a critical need that cannot be reassigned within your department or program, take the following steps:

  • Contact Tara Wilder to discuss your needs
  • Where possible, Tara will match your needs with a staff member within A&S who has temporary capacity
  • If staffing support isn’t available within the college, Tara will post your need to the Workday Marketplace Temporary Gigs, a new resource the university is creating to help match local needs with current staff in other parts of the university who have a temporary capacity to assist.

Step Three: Request a Waiver to recruit, to be implemented ONLY if steps One and Two are unsuccessful:

  • Submit a formal request to A&S HR (i.e., Tara Wilder (tsw22@cornell.edu) for regular continuing positions and Michelle Stepanok (mlb94@cornell.edu) for temporary hires) with the following information:
    • Brief summary that steps one and two, above, were unsuccessful
    • Position specifics: Univ Job Title, Band, Position #, FTE, funding source, name of current incumbent, if applicable (if a temp need, state duration of potential hire)
    • State if this is a new position or new work for your unit
    • Brief but substantive description of why this position is essential at this point in time
    • Describe if the work can be done remotely or if essential to be on campus
    • Consequences of not filling this position
    • NOTE: All requests to hire regular or temp staff, who are not on sponsored funds, will be reviewed at the college level, and require approval at both the college and university level

SUPPORTING YOUR ESSENTIAL, NON-TEACHING ACADEMIC HIRING NEEDS (e.g., Post-doc’s, Research Associates):

As stated above, academic positions are excluded from the hiring freeze, however, given the current circumstances, the deans need to review all academic hiring requests.  Provide the following information, to Michelle Stepanok (mlb94@cornell.edu) with each request to hire a non-teaching academic:

  • Position specifics: Univ Job Title, Position # (if a current position), FTE, funding source, CV of potential hire, planned start date, duration of hire
  • Briefly describe (a couple of sentences) the essential nature of the work in relation to Provost Kotlikoff and Vice Provost for Research Giannelis research message on March 15th. 
  • Briefly state the impact on research if the hire is delayed beyond the proposed hire date (e.g., impact on research, equipment/specimen loss, funding or renewal issues)
  • Briefly describe if the work can be done remotely or if essential to be on campus
  • State if the proposed hire is a citizen, permanent residence or on a visa.  If they are on a visa, what type of visa and where will they be working (e.g., on campus, remotely in the US, if outside of the US, state which country)
  • Academic requests, at this point in time, can be approved at the college level, following a review by the deans or their designates.

SUPPORTING YOUR ESSENTIAL TEMPORARY TEACHING REPLACEMENT NEEDS:

  • If the college has already approved temporary teaching replacement for your area, you may go forward with that hire, as of today. 

What positions are included in the Salary & FTE Freeze

The salary increase program for FY21 has been suspended, except in cases where pre-existing contracts or collective bargaining contracts require it.  There can be no increases to existing salaries without the approval of both the dean or vice president of Human Resources (for staff) or provost (for faculty). Any salary change request already in-process will be reevaluated.  Salary increases related to tenured/tenure track faculty promotions will move forward as previously determined.   The salary freeze is in effect for the following salary actions for all employee populations (faculty, academics, staff, union, temp) regardless of the fund source.

  • Promotions (excluding Faculty and Research, Teaching and Extension Faculty promotions)
  • Acting Rates
  • Increases to effort and percentage of time
  • Additional Pay Bonuses
  • Incentive Payments

All salary change requests already in progress must be reevaluated.

Requests for exceptions to the salary & FTE freeze (other than academic promotions):

  • Non-Academic and Academic (other than academic promotions):
    • Submit a formal request to A&S HR (i.e., Tara Wilder (tsw22@cornell.edu) for regular continuing positions and Michelle Stepanok (mlb94@cornell.edu) for temporary hires and non-teaching academics) with the following information:
    • Position specifics: Univ Job Title, Band, Position #, FTE, funding source, name of current incumbent
    • Brief but substantive description of why the salary increase or FTE increase is essential at this point in time
    • Describe if the work can be done remotely or if essential to be on campus
    • Consequences of not adjusting the salary or FTE at this point in time
    • NOTE: All requests to hire regular or temp staff, who are not on sponsored funds, will be reviewed at the college level and require approval at both the college and university level
